Quick answer
No. Flood insurance is excluded from standard and high-value homeowners policies alike, regardless of the carrier or the size of the home. It has to be purchased separately, either through the National Flood Insurance Program or a private flood carrier.
This matters more than it sounds like it should for Ohio properties near Lake Erie, along major rivers, or in low-lying areas prone to heavy-rain flooding. A high-value dwelling policy protects against wind, fire, and most other perils, but a rising-water loss without separate flood coverage in place is not covered no matter how comprehensive the rest of the policy is.
